Sotto Discusses Senate Slate Plans, Medical Marijuana Stance,and Views on Divorce Law at Kapihan sa Manila Hotel

August 28, 2024, Manila, Philippines –At today’s Kapihan sa Manila Hotel, former senate president Vicente “Tito” Sotto III revealed that the finalization of the Senate slate will involve candidates from several major political coalitions. Sotto also reiterated his positions on medical marijuana regulation and the divorce bill, while emphasizing his pro-life beliefs. The discussion was hosted by Manila Hotel President and former Senator Atty. Jose “Joey” D. Lina, Jr.

Senate Slate Finalization 

Sotto announced that the 12-candidate senate slate of the coalitions from National Unity Party, Partido Federal ng Pilipinas (PFP), Lakas-Christian Muslim Democrats (Lakas-CMD), Nationalist People’s Coalition (NPC) and Nationalista Party will be finalized on September 15. Sotto believes that each candidate embodies the integrity, competence and service to the Filipino people. 

Medical Marijuana Legalization or Regulation 

Sotto reiterated his opposition to the unregulated use of medical cannabis and the cultivation of marijuana, warning that it could lead to further abuse. He also emphasized that there is no conclusive study proving marijuana’s ability to cure any condition. 

Sen. Sotto acknowledges the ongoing debate over the legalization or stricter regulation of marijuana. He highlights the importance of thorough research, public consultation, and expert analysis to inform any legislative decisions, while recognizing both the potential benefits and risks of such policies. “Medical cannabis use is okay with me if it’s for the sole purpose of its therapeutic potential for people like cancer or epileptic. Dapat dun lang sila mag-concentrate sa medical cannabis. But it’s very dangerous so it should be given by physician or perhaps users should apply a permit from PDEA. There should be provisional ordinances for medical marijuana. But manufacturing, planting and other stuff shouldn’t be allowed because it’s subject to abuse.” Sotto stated. 

“Sa kasalukuyang batas mayroon tayong Republic Act 9165 na ipinasa natin, the Comprehensive Dangerous Drug Act, doon may tinatawag na ‘compassionate drug provision’, in other words, kung kailangan mo talaga ng gamot, hihingi ka ng permit at bibigyan ka. Kung gagawin nilang legal at aalisin nila yung manufacturing, planting and research—I’m ok with it.  “While the global trend is towards greater acceptance of cannabis for medical use, the country must carefully weigh the potential benefits and challenges before making a decision.” explains Sotto. 

Divorce Law 

Sotto opposes the divorce bill, recognizing the Philippines’ unique position as one of the few Catholic countries where divorce is not legally recognized. “While there have been calls for divorce legalization, the conservative influence of the Catholic Church and societal norms have prevented significant progress. The Church’s teachings emphasize the sanctity of marriage and the indissolubility of the marital bond,” he notes. 

“Tingin ko diyan ma-abuse natin ang divorce katulad sa ibang bansa. Rather than divorce, I believe in making annulment easier to help couples in untenable marriages, which could reduce domestic violence and mental health issues,” Sotto says. “A divorce would cost around P300,000 these days. I suggest making annulment an administrative process rather than a judicial one for faster and more convenient resolution,” he adds. 

Sotto is Pro-Life 

Department of Health utilizes funds for abortifacients for reproductive health but based on Sotto’s pro-life beliefs, it is better to use the funds to provide food to help alleviate poverty.
