Sec. Carlito Galvez discusses Mindanao insurgency, terrorism ending at Kapihan

September 4, 2024—As the world observes International Day of Peace this September, a glimmer of hope shines brighter than ever in the region of Muslim Mindanao. This was the focus of yesterday’s Kapihan sa Manila Hotel with Sec. Carlito Galvez Jr., Presidential Adviser on Peace, Reconciliation and Unity of the Philippines (PAPRU) as invited guest, hosted by The Manila Hotel president and former Senator, Atty. Joey Lina, and Manila Bulletin Publisher and former Communications Secretary, Sonny Coloma. 

During the media forum, the question was raised: Has lasting peace finally arrived in Muslim communist and in Asia’s longest-running insurgency? “The Bangsamoro Autonomous Region decided to make peace with the government. Lahat gusto ng usapin sa kapayapaan. After the Marawi siege, there was no longer conflict. They lay down their fire arms and reconciled with the government. Then there was the ratification of Bangsamoro Law. So, yes, I’d say conflict is now ending and the beginning of peace in Mindanao,” Secretary Galvez said.

The government has played a key role in achieving peace in Mindanao. “What gives us the concrete indicators that indeed Mindanao is now ending its conflict with the government are the following: The Ratification of Bangsamoro Law, the 26,145 combatants that have been decommissioned, the 1,500 Abu Sayaff, and more than 2,000 Moro Islamic Liberation Front (MILF) who were given amnesty; the economic perspective of Mindanao from 7.5% GDP in 2021—the highest rating from the old 3% rate—a proof that it’s already fast moving in terms of economic stability. And there’s the poverty incidence from 56% down to 26%; and the reduction of vertical conflict against MILF,” added Galvez. 

The initiatives have not only facilitated dialogues between government forces and armed groups, but have also focused on addressing the root causes of conflict, such as poverty, inequality, and historical grievances. By investing in education, infrastructure, and livelihood programs, the government aims to empower communities and provide them with opportunities for a better future.  

Galvez stated, “President Ferdinand Marcos, Jr. aspires to implement peace agreements with rebel groups signed during his administration.” He also disclosed that the processes to reach peace pacts with several former revolutionary organizations that are now known as Kapatiran are already in the advanced stages of implementation. These peace agreements involve MILF, Cordillera Bodong Administration-Cordillera People’s Liberation Army, Rebolusyonaryong Partido ng Manggagawa ng Pilipinas, Revolutionary Proletarian Army, and Alex Boncayao Brigade-Tabara Paduano Group.  

In addition, Galvez stated, “Former Governor of the Autonomous Region of Muslim Mindanao, Nur Misuari, said that the government should have the patience to encourage dialogue. This is exactly what the government is doing. Good governance is very important in order to produce education. The perspective now is for us to gain their trust and confidence in building good relationship between the people and the government.”  

Galvez revealed that the 2025 election in Bangsamoro will mark the culmination of all their agreements. He is very positive about its outcome saying it will provide legitimacy and accountability, as it will be the first time elected representatives are chosen by the people. The Bangsamoro group uses the parliamentary system of government. “Members ng parliament ang nag-elect ng chief decision maker para umarangkada ang kapayapaan. Genuine autonomy to self-govern in order to govern among themselves. Ito yung maganda for them. The Bangsamoro is appreciative that they can govern their own legislation and budget systems. They are also very proud of their anti-political dynasty. We are confident that the BARMM (Bangsamoro Autonomous in Muslim Mindanao) can project a peaceful election.” 

Galvez explained that both the local government and BARMM are committed to a peaceful election. They have signed a covenant for peaceful elections and aim to be a model not only in the region but globally. “To end this conflict, we need political settlement. Once they sign the political agreement, there will be no further recruitment by rebel groups.”
